Algonquin Land Claims
As with many new initiatives there is much misinformation being circulated regarding the Algonquin Land Claim process.  The Council of the United Townships of Head, Clara & Maria recently had the opportunity to discuss current developments with various members of the Negotiation Team.  In order to ensure that accurate information is available to all residents we are creating this link to the Ontario Ministry of Aboriginal Affairs site which fully explains the process and the players.  Please review this site for complete accurate information.

Notice of Meeting

DEFIBRILLATOR
We are the recipients of a defibrillator through a provincial program. The defibrillator will be housed in the Municipal Community Centre in Stonecliffe.


FIRE SERVICE FUTURE
  Council at their regular meeting of Friday, March 7, 2008 discussed the options available to the municipality for fire suppression services for the municipality.  Council has decided to sign a 5-year agreement with the Ministry of Natural Resources for comprehensive coverage.  Staff has finalized this agreement.

Deux Rivieres Cemetery
Please be advised that the cemetery in Deux Rivieres (commonly known as the Protestant Cemetery) and more specifically described as part of Lot 18, Concession B, Township of Clara being part of Parcel Register 57015-0106 (LT) has been declared by the Ontario Superior Court of Justice an abandoned and inactive cemetery in law.  Effective November 24th, 2006 the cemetery belongs to the Municipality and we are responsible for it's upkeep.  The Judgement further declared that the municipality is the new owner of the abandoned cemetery, must have a by-law acknowledging same, and is not to allow any further interments. 
Should the municipality learn of any interments subsequent to November 24, 2006, Council will prosecute to the fullest extent of the law.  Notice of same has been sent to all area funeral homes and Churches.  A sign has been commissioned and will be posted at the Cemetery site as soon as possible.  For your information we have included the Cemetery By-law as dictated by the Ontario Superior Court of Justice and the Ministry of Government Services' Registrar of Cemeteries.

DEPUTATIONS

Should you wish to address Council you are required to follow the rules of the Municipal Procedure By-law 2008-10.  The entire procedure by-law may be found at this link  however the following is the process required to address Council.
  • Persons requesting to present information verbally on matters of fact, give a presentation to or make a request of Council shall give verbal/written notice to the Clerk at least five (5) business days prior to the next regular meeting of the Council.  Any information received later than that date may be withheld to the next regular meeting of Council.
  • Written documentation of the contents of the deputation shall be provided to the Clerk in order to allow staff time to prepare a report to Council.
  • Notwithstanding Section 12.1, delegations not listed with the Clerk prior to the meeting may be heard upon unanimous consent of Council however; any decision shall be deferred on the matter in question until a staff report can be prepared for further consideration by Council or Committee.
  • Persons wishing to present information verbally on matters of fact or to make a request of Council shall be limited in speaking to not more than ten (10) minutes.
  • Notwithstanding Section 12.4, delegations consisting of more than five (5) persons shall be limited to two (2) speakers, each restricted to speaking not more than ten (10) minutes. Modifications to these limits shall be at the discretion of the majority of members of Council.
  • Any matter put before Council by a delegate shall be referred to staff for a report prior to a decision being made by Council.
  • Except as required by law, any person appearing before Council who has previously appeared before the same board or before the same committee on the same subject matter shall be limited to providing only new information in their second and subsequent appearances and are further limited by our reconsideration clause 21.6.
  • A previously considered matter may not be reconsidered by Council more than two times in a calendar year.  Decisions which contractually bind the Township shall not be reconsidered.  
  • The motion to reconsider may only be moved by a member on the prevailing side of the previous decision.
  • A motion in respect of a matter which is beyond the jurisdiction of the council, or “ultres vires”, shall not be in order.
